This paper is a technical overview of the Octet Encoding Rules (OER), an efficient set of encoding rules for ASN.1 that was jointly standardized by the American Association of State Highway and Transportation Officials (AASHTO), the Institute of Transportation Engineers (ITE), and the National Electrical Manufacturers Association (NEMA) in 2005.
This paper provides a basic understanding of the Extended XML Encoding Rules of ASN.1 (EXTENDED-XER). The meaning of XER encoding instructions and their effect on EXTENDED-XER encodings is shown through the use of examples. This document is not intended to provide a formal (or even semiformal) description of EXTENDED-XER and of XER encoding instructions. For a formal description please refer to ITU-T Rec. X.693 | ISO/IEC 8825-4 Amd. 1, which can be obtained from the ITU-T (http://www.itu.int/home/index.html) or ISO (http://www.iso.org/iso/home.html) websites.
