Octet Encoding Rules are specified by the Rec. ITU-T X.696 | ISO/IEC 8825-7 Octet Encoding Rules (OER) Base Protocol document. The main advantage of OER messages is that they can be encoded/decoded significantly faster than BER and PER messages, while being only slightly less compact than PER messages.
