How can I use value notation to quickly construct and test PDUs in RANAP and other similar 3GPP protocols?

The PER protocols, such as RANAP. RNSAP, NBAP, etc., are highly parameterized with heavy use of information object sets & component relation constraints. That alone makes them difficult to handle for an ASN.1 beginner. Here we describe how using ASN.1 value notation can help in quickly constructing PDUs for testing.
